What IS a state Health Information Exchange (HIE)?
A HIE is defined by the Minnesota Department of Health (MDH), in their e-Health Glossary, as both a noun, and a verb:
HIE (verb): the electronic transmission of health-related information between organizations (assuming the patient/individual has provided consent to share the information). The electronic transmission of health-related information between organizations according to nationally recognized standards. [Minn. Stat. §62J.498 sub. 1(f)].
HIE (noun): an organization that facilitates health information exchange. Several of these HIE service providers operate in Minnesota.
…an organization, usually a legal corporation, that facilitates information exchange (verb form) within a network of facilities, community, state or region. In Minnesota, these are called health information exchange service providers and are certified by the state as either a health data intermediary or a health information organization.
“Health information exchange” also means a legal arrangement between health
care providers and group purchasers to enable and oversee the business and legal
issues involved in the electronic exchange of health records between the entities
for the delivery of patient care. (MHRA)
